Q: He was a hobbiest, why is he being charged $55K?

A: Although he was a hobbiest, he was flying for the purpose of a comerical event. Therefore, he was missing the license required for a commerical flier even though he wasn't being paid. 

Q: Did he follow the proper proticals for flying as a hobbiest? 

A: He did follow all the proper hobbiest laws, however he did not fall under a hobbiest flier in this case.
